In order to make this vision a reality, we have put forward a range of projects to secure funding from the Towns Fund. In total seven projects are put forward, including Runcorn Station Quarter, Unlock Runcorn, High Street Connectivity, Brindley Theatre Enhancement, a Health and Education Hub, a Creative and Digital Skills Centre, and Town Centre New Homes.
A final phase of consultation, that was coordinated in December 2020 and January 2021, brought together the outcomes and the insights collected over a number of years, through multiple phases of engagement. The survey was designed as an opportunity to ascertain the opinion of people in Runcorn and to confirm that the vision being proposed has public support, along with the projects that have been prioritised.
633 people have responded to the consultation exercise, responding to ten questions about the Runcorn Town Investment Plan, and the aspirations to level up the Town Centre. The response from local people was encouraging; with key finding that 74% of people are aware of the Town Deal and the ambition to regenerate Runcorn, highlighting the effectiveness of long-term engagement programmes and established stakeholder relationships. The project Unlock Runcorn found the most public support of all seven proposed projects.

Subsidy Control
Brindley Theatre Enhancement. 29 November 2023. The Government has awarded Town Deal funding for the Brindley Theatre Enhancement. This includes a grant of £1.7m awarded to Halton Borough Council for the delivery of a new café-restaurant at the Brindley. The funding has a time limit attached of 30 March 2026.
Unlock Runcorn. The Government has awarded Town Deal funding for Unlock Runcorn. A total grant of £860,000 has been awarded to Runcorn Locks Restoration Society on 28 November 2023 for the delivery of a café-visitor point, a trip boat, and other items including project management, events programme, and volunteer training. The funding has a time limit attached of 30 March 2026.
Creative and Digital Skills Centre. The Government has awarded Town Deal funding for establishing a Creative and Digital Skills Centre in Runcorn. The total grant of £5,048,806 has been awarded to Halton Borough Council on 21 October 2022 and has a time limit attached of 30 March 2026.
Runcorn Station Quarter Enterprise Facility. The Government has awarded Town Deal Funding for the redevelopment of an enterprise facility in Runcorn Station Quarter area into a well-connected business incubator, targeted at the creative and digital (C&D) Sector.
A total grant of £1,245,643 has been direct awarded to Halton Borough Council on 21st October 2022 with a time limit attached of 30th March 2026.
